He needs to be socialized out in the world. Take him as many places as you can-pet stores, dog parks, etc-and let him see that there are many noises out there that will not hurt him. It will take some time but he will get used to it. As far as strangers tell them not to pay any kind of attention to him at all and let him approach them when he is ready. Try not to soothe him when he is acting scared because that is telling him it's okay to act this way instead when he is acting "brave" reward him with praise and a little treat to reinforce what you want from him.
